Bethesda has experienced trouble with enabling mods on the PlayStation 4 version of Fallout 4, and it seems Sony is the one to blame.
Sony is limiting the mods to 900MB of space. This is in contrast to Microsoft, which allows 2GB of space for mods. In addition, the PS4 edition of Fallout 4 seems to suffer from poor optimization, which makes the issue worse. Bethesda was ready to roll out a beta of mod support for the PS4 regardless of the issues, but the program has been delayed this morning. There is no updated date disclosed as of yet.
Bethesda announced the delay with a simple tweet.
We regret to say that the PS4 Mods Beta for Fallout 4 has been delayed. We will update everyone when we can.

The issues with getting mods to work on the PS4 may also impact how Bethesda will implement mods in the PS4 edition of Skyrim Remastered.
